Under this mission all technical institutes needs to establish the “Atal Incubation Centre (AIC)”.

Army Institute of Technology : Army Institute of Technology is an engineering college located in Pune, Maharashtra, India. It is affiliated to the University of Pune.
Only wards of army personnel are allowed admission. AIT is operated by the Army Welfare Education Society (AWES)and has the Chief of Army Staff of the Indian Army (COAS), as the president of its board of governors.

Brig Abhay A Bhat (Retd)

He is an alumnus of National Defence Academy (NDA). B.Tech.in Electronics and Telecommunications from Military College of Telecommunications Engineering, Mhow (MCTE) and M. Tech in Computer Science and Engineering from IIT, Kanpur along with Master's degree in Personnel Management from Pune University. He was also involved in implementing IT projects for developing Information Technology Infrastructure in remote areas of North East. Brig Abhay A Bhat has been awarded the Chief of Army Staff Commendation Card in 2011, for outstanding work in the field of Signal Intelligence in support of the operations in J & K. He pioneered many automation projects and modernisation of laboratories, as well as pioneered the e-learning environment in MCTE. He was the Chairman of the IETE (Institute of Electronics and Telecom Engineers) Sub centre, Mhow from 2011 to 2014. Brig Abhay A Bhat has written articles in defence publications on e-learning and Knowledge management. Before his retirement, Brig Abhay A Bhat was posted as the Chief Signal Officer of the Maharashtra, Gujarat and Goa Area; responsible for the Army telecommunication and IT networks in these states.
